Monthly Meeting Review

March 5, 2014

The meeting was opened with a prayer and the pledge by Lodge Chaplain Scotty Davis. Our next regular scheduled Lodge meeting is Wednesday, April 2nd at 5:00 pm. Brother Ray Yeager won the $50 attendance award.

Lodge Business

Members welcomed the following candidates to our meeting:

  1. Angela Barner, candidate for the Cobb County District 1 Commissioner Post.
  2. Bob Weatherford, candidate for Cobb County District 1 Commissioner Post.
  3. Bill Byrne, candidate for Cobb County District 1 Commissioner Post.
  4. Scott Tucker, candidate for Cobb County District 1 Commissioner Post.
  5. Scott Opitz, candidate for Cobb County District 3 Commissioner Post.
  6. Barry Morgan, current Cobb County Solicitor General and running for re-election

Each candidate talked to the members and talked almost exclusively about Public Safety in Cobb County. At the end of each candidates presentation members were given the opportunity to ask questions. We appreciate each candidate being available to meet with our members.

Towards the end of the meeting the members voted to endorse Scott Opitz for Cobb County District 3 Commissioner and Barry Morgan for Cobb County Solicitor General

Members deferred making an endorsement in the District 1 Commissioner race at this time.

Six new members were voted into the Lodge.

Over the past couple of weeks the lodge has placed ads in the Marietta Daily Journal and the Cobb Business Journal in regards to issues involving Cobb PD. In addition a nice article was in the Atlanta Journal on February 23rd about the issues involving the department. Many thanks to Dan Klepal of the AJC for writting a great article.

Discussions are in progress with a couple of electronic sign companies to get our message out about police issues in Cobb County. Members voted $1,000 towards the use of this media.

A financial report was distributed by Brother Gaynor. Copies are available at all lodge meetings.

Brother Thompson is in the process of receiving bids to replace the roof and the lodge and paint the building. The roof is currently leaking.

What has been described as a no brainer all officers, regardless of your affiliation with the lodge should join the Peace Officers Annuity and Benefit Fund. This very low cost fund provides another piece to the puzzle of our officers overall retirement picture. Current cost is only $20 per month.

Membership Information

Dues to join the lodge are $78 for active officers and $25 for retired officers.

Legal representation is one of our core benefits to members. It provides legal protection with our Lodge Attorney's for members involved in Critical Incidents or Administrative Actions. As such the following eligibility guidelines were set as of March 6, 2013:

  1. Critical Incidents – member in good standing at time of incident is immediately eligible for representation.
  2. Administrative Action – member in good standing 60 days prior to the incident or action is eligible for representation.

The 60 day waiting period for new members starts when the member is voted into the lodge at the monthly meeting.

Members are requested to update their personal information either online or on our application form. The application form must be mailed to the Lodge Secretary. Both are at the membership link on the left side of this page.

Members are also requested to update their beneficiary information on an annual basis. This can only be done on a paper application form and mailed to the lodge secretary. This record allows benefits to be paid in a timely manner.

In the future all members wishing to apply for a Life Membership (retired & a member 20+ years) must request it in writing. All members who wish to know how long they have been a member can go to the national website at www.fop.net. You can go to the “Members Only” area and apply for access. Once approved you should find a link to your membership information, including the ability to change your address information.

Lodge Rentals

The lodge recently revised the "Use of the Lodge" fee schedule. Generally the cost is Members $250 per event and $500 for Non Members. There are exceptions for current members. Please conact President Mull or VP Bob Pierce for cost if you wish to reserve the lodge.

Committee Reports:

Legal Committee:

Our lodge attorney is currently handling a Critical Incident involving one of our members. A second officer was involved in this incident but is not a member of the lodge.

Lodge Attorney Lance LoRusso attended a legal conference in San Diego that focused on police officer issues. The focus included pensions and changes to the American with Disabilities Act that impact Fitness for Duty issues.

Members are strongly encouraged to review the FOP Legal Defense Fund on the National Site for legal coverage above and beyond what Lodge 13 provides to each member as part of yearly dues. FOP Legal Defense Fund

Taxes, Politics & BBQ

Join our own Cobb County Solicitor General Barry Morgan for the Taxes, Politics & BBQ Event on Tuesday, April 15th from 5-7pm at Jim Miller Park.

We are told there will be many politicians seeking office at this event and it will be a good time to have some one on one conversations with them. Might be a good time for those that have one of the t-shirts used at the Commissioners Meeting to wear them.


National Police Memorial

May 12th-15th in Washington D.C. The lodge will be sending a delegation to help escort families during the event.

Lodge 13 Police Memorial

Scheduled for May 22nd at 7:30pm on the Square in Marietta

Cops and Kids Golf Tournament

Scheduled for Monday, July 21st at Brookstone Country Club. This is our major fundraiser for our Cops and Kids Shopping Event in December. Details will be announced soon.

Annual Steak Dinner

August 14th at the Jim Miller Park. Details will be released as we get closer.

Florida Trip

Set for September 17th-21st at the Sunset Inn in Panama City Beach. Lodge will pay 2 nights of the stay. Members must reserve their own rooms by June 15th in order for the lodge to pay. Please contact Jim, Chris or Anna at the Sunset Inn to make the reservations


Members voted to sponsor a team at the Paulding County S.O. Cops for Kids Golf Tournament for $300. The tournament is on April 23rd at Creekside Country Club.

Sick & Distressed

Please keep Brother Charles Vill, Cobb PD and his family in your thoughts and prayers as he recovers from gunshot wounds he received in the line of duty. Brother Mestre reports he is in good spirits.

Please keep Brother Rolla Green and Brother Mike Hicks in your thoughts and prayers as they deal with medical issues.

Members “do not” need the approval of the legal committee if you are involved in a critical / use of force incident. The member or his representative holds sole responsibility for contacting one of our four attorney's should the need arise.

If you are in need of an attorney for any other purpose a member of the Legal Committee must be called before contacting an attorney. If you do not clear the contact of an attorney through the Legal Committee the Lodge will not pay for the legal services.
