Monthly Meeting Review

December 6, 2017

The meeting was opened with a prayer and pledge by Lodge Chaplain Scotty Davis. Members enjoyed dinner of pizza and salad prior to our meeting. Our next regular scheduled Lodge meeting is Wednesday, January 3rdat 5:00 pm. All members are encouraged to join us prior to the meeting (1630 hrs) for dinner. Sister Syliva Robinson won the $50 attendance award, then donated it to the Cops & Kids Program.

Lodge Business

Eight new members were accepted into the lodge.

Chief Mike Register, Cobb PD, addressed the members in regards to issues involving the officers. He reviewed the Retired Officer Program and to authorization to use vehicles on part time jobs, Sergeant/Lieutenant Pay, Personnel Realignments/Promotions, Step in Grade under consideration and issues with take home cars.

President Gaynor gave an update on the Rule of 80 Pension Plan review status. Also urged all member to join the Legal Defense Plan. Information can be found at www.foplegalcom

VP Jon Byrum advised there was one request for legal representation was addressed during the month. Reminded all members all self sponsored legal defense for lodge members will cease effective January 1, 2018. All active duty members are strongly encouraged to join the FOP Legal Defense Plan for legal protection.

Secretary Stephens advised our current membership is 600+. We strongly encourage all active officers to join the FOP Legal Defense Fund (www.foplegal.com) which can provide unlimited legal services for criminal, civil and administrative defense.

Treasurer Kelly provided the members a review of our current finances. All is well and in good order. The Lodge and Charities Inc continue to be in good financial condition. Copies are available at all lodge meetings.

All active Law Enforcement Officers in the State of Georgia, regardless of your affiliation with the lodge should join the Peace Officers Annuity and Benefit Fund. This very low cost fund provides another piece to the puzzle of our officers overall retirement picture. Current cost is only $20 per month.

New Business

Members voted to move forward with the review of the Cobb County Rule of 80 Pension Plan by a national firm.

Lodge Attorney Lance LoRusso research indicates the courts have not changed the precedence in regards to pay compression therefore further action is not recommended.

Brother Stephens presented the 2018 Lodge Budget for the members to review. Members were given an opportunity to make comments. The final vote will occur at the January 3, 2018 meeting.

Membership Information

Dues for 2018 continue to be $78 for active officers and $35 for retired officers. The definition between active and retired officers is if you are still carrying a gun and performing law enforcement duties then you are considered an active officer.

Legal Representation

After many months of discussion our members voted to discontinue the legal representation that was available from our lodge to members as part of their $78 yearly dues on January 1, 2018.

In its place all members are strongly encouraged to join the FOP Legal Defense Plan. For $68 a year (in addition to your dues) the member will be enrolled in UNLIMITED legal coverage for any criminal (includes Critical Incidents) or civil action taken against the member. For $282 a year the member will be enrolled in UNLIMITED legal coverage for any criminal (includes Critical Incidents), civil or administrative actions taken against the member. Many other benefits are provided when full coverage is purchased. Payment can be made either annually or semi-annually. Because of the number of members in our lodge these plans are only available at the individual rate. Sign up and payment to this plan is the sole responsibility of the member. Death Benefit/Beneficiary

All active members are requested to update their personal information and beneficiary information on an annual basis on our application form. The application form must be mailed to the Lodge Secretary. This can only be done on a paper application form and mailed to the lodge secretary. This record allows benefits to be paid in a timely manner.

Lifetime Membership

All members wishing to apply for a Life Membership (retired & a member 20+ years) must request it in writing. Please contact the Lodge Secretary if you need your join date.

Lodge Rentals

The lodge is for the exclusive use of our members and only available for rental by them. Please conact President Gaynor for cost if you wish to reserve the lodge.

Holiday Food Bags

All Thanksgiving Food Bags were delivered to Cherokee Co. and Paulding Co. Schools.

This year Lodge 13 for the first time joined forces with Sweetwater Mission in Austell to provide a Thanksgiving meal to 50 needy families in Cobb & Douglas County. In addition to a Turkey these families will also get one weeks’ worth of groceries as part of the “Let’s Talk Turkeys” program.

Cookies with Santa

Scheduled for Sunday December 10th at the lodge starting at 1pm. All members of Public Safety & families are invited to attend. Details will be announced soon.

Cops & Kids Shopping Event

Scheduled for Wednesday, December 13th starting at 7:30am. Kids from 31 schools are scheduled to attend.


The following donations were received for our Cops & Kids Shopping Program: American Legion Post 29 - $3,250; Cobb County Sheriff's Office Reserve Unit - $1,500; Ramona Stone's group - $385 and Metro Brokers $114.

Legal Representation

Effective January 1, 2018 this section will no longer apply to Lodge 13 members as this benefit is being discontinued.

Members “do not” need the approval of the legal committee if you are involved in a critical / use of force incident. The member or his representative holds sole responsibility for contacting one of our four attorney's should the need arise.

If you are in need of an attorney for any other purpose a member of the Legal Committee must be called before contacting an attorney. If you do not clear the contact of an attorney through the Legal Committee the Lodge will not pay for the legal services.
